不对。not all(并非全部)表示部分否定，它的意思是说并非全部，但是不可能成为表示单数概念“一个”，所以，无论not 与all的位置在句中的哪个位置，谓语动词仍然是复数。比如 Not all the students smoke./All the students don't smoke.并非全部学生都抽烟。

三、 every…的否定式：“不是每……都……”
例如：
Not every book is educative. (或：Every book is not educative.) 不是每本书都有教育意义的。Not everyone likes this book. 并非人人都喜欢这本书。This flower is not seen everywhere. 这花并不是随处可见的。
