是全部倒装句。under是介词，后面一般加地点，构成地点状语。当地点状语位于句首时，应该将谓语整体放在主语前，形成全部倒装句。

如:Under the tree is lying my pet dog.(谓语is lying 在主语my pet dog 前，全部倒装。)

但是固定搭配under no circumstances(绝不)位于句首时，应该用部分倒装句。如：Under no circumstances do I give up.(助动词do在主语前，部分倒装。)
